Course overview
A Balancing Authority works to maintain balance of generation, load, and interchange as calculated by the ACE equation. A Balancing Authority must also be prepared to handle a disturbance which produces an abnormal system condition of under-generation. A disturbance is an unplanned and unexpected generation failure. The NERC BAL-002 reliability standard ensures the Balancing Authority or Reserve Sharing Group balances resources and demand and returns its ACE to defined values following a Reportable Balancing Contingency Event. The Disturbance Control Performance training course addresses the BAL-002 standard. It explains the standard and addresses why Balancing Authorities need access to reserve power.
