Inverter-Based Resources
Navigating Regulatory Changes for Inverter-Based Resources
Inverter-based resources (IBR) are becoming a significant component of the Bulk Power System (BPS). As their role expands, so do regulatory expectations. NERC standards are being updated or developed to address IBR impact on system reliability. Generator Owners (GO) and Generator Operators (GOP) must stay ahead of these changes to ensure compliance, maintain operational efficiency, and optimize the value of their investment.

Key standards to consider
All the standards applicable to traditional generation fuel sources for GO and GOP registrations also apply to IBR. In addition, NERC is currently drafting IBR-exclusive standards, like PRC-030. With NERC lowering the applicability of its regulations to include IBRs with an aggregate nameplate capacity of 20 MVA or more that connect to a common point at a voltage of 60 kV or higher, more IBR facilities will now be subject to NERC’s regulatory requirements. Fortunately, the steps required to ensure compliance for IBR plants are largely the same as those for traditional coal plants. Although the energy source is different (solar, wind, etc. for IBRs vs. coal), the processes, internal controls, and compliance programs used for coal plants can be adapted for use in IBR facilities.
